Steveshot there are many reasons why clubs don't wish to publish details of fees.

It can be the choice of the club buying the player because it can disadvantage them in future discussions with other clubs if those clubs know what they are prepared to pay for a player but equally it can also be the choice of the club selling the player because if they are looking to buy other players then it can put them at a disadvantage when negotiating with those players clubs if the clubs they are talking to know how much money they may have at their disposal as a consequence of that previous sale.

Another reason for keeping the fee quiet can be because of sell on clauses which again could affect future negotiations both for the player concerned and on other negotiations that both the buying and the selling club may have in the future.

The flip side of al this supposed secrecy is it's the clubs responsibility to know the current market worth of their players.
