The rule has been around for a number of years and has caused problems in countries which play a summer season (i.e. Eire, Sweden, Finland, etc) where season are overlapping and special rules for this were made, the original problem occurred in 2006 in Ireland.
The National League does not apply the Transfer Window rule, so I would say that the three club a season rule also doesn't apply. If it did then last season Will de Havilland (Wycombe, Aldershot and Maidstone) and Nicke Kabamba (Portsmouth, Colchester and Aldershot) would not have occurred.
The Brad Walker case mentioned maybe because of Wrexham transfers require international clearance, which may effect Jim Kellermann,

Sadly Mensah can’t come back. He’s already played in Bristol Rovers (1 game) and Lincoln and under FIFA rules you can’t play for three teams in a season.
Does it apply to non-league? Charlie Wassmer has played for three clubs this season, there was that whole business with Bondz N’Gala a few years ago but that was actual number of contracts I think.
What business was that?

What a tonic it would be for the Club on and off the field if we could get Bernard back. One can only dream and hope I guess....

He signed for Gillingham, I think it was, but then couldn’t play. Ended up at Dover or some such.
